This Act regulates manufacturing enterprises through licencing, registration and supervision for compliance to the Act in order to facilitate industrial development.

Industrial licences are issued to manufacturing enterprises whose manufacturing processes present health and safety issues or a danger to public health whilst industrial registration certificates are issued to manufacturing enterprises whose manufacturing processes do not present any health and safety concerns to the environment and public.
