Botswana Government Embarks on Development of National Transformation Programme

The Government of Botswana has initiated a comprehensive, expert-led process to develop a new National Transformation Programme (NTP), set to replace the current National Development Plan (NDP). This ambitious project is scheduled to be completed within the next 12 weeks, signalling a shift towards a more action-oriented approach to national development.

Addressing chief executive officers and board chairpersons of state-owned enterprises and parastatals in Gaborone today, President Advocate Duma Boko outlined the government’s vision for the NTP. He explained that while the NDP was largely aspirational and vision-driven, the new programme would be focused on practical implementation, targeting specific and measurable outcomes across ministries, agencies, and state-owned enterprises.

President Boko stressed the urgent need for a performance-driven governance model that translates policy into tangible results for citizens. “We are moving from plans that speak about dreams and aspirations to a programme that is focused on concrete actions and measurable targets,” he said. “Every ministry and agency will have clearly defined responsibilities, timelines, and deliverables under the NTP.”

The National Transformation Programme will be developed with input from both local and international experts, ensuring alignment with global best practices while addressing Botswana’s unique development priorities. Key areas of focus are expected to include economic diversification, job creation, infrastructure development, social welfare, and digital transformation.

Stakeholders across the public sector will play a critical role in the planning and execution of the NTP. President Boko called on CEOs and board chairpersons to provide strategic leadership within their respective organisations to ensure successful delivery of the programme.

The move has been welcomed by economists and policy analysts who have long advocated for a shift from policy formulation to effective execution. Many see the NTP as a timely intervention that could accelerate Botswana’s development trajectory and improve public service delivery.

As the 12-week timeline begins, the nation eagerly awaits the rollout of the National Transformation Programme—an initiative poised to usher in a new era of results-driven governance and socio-economic progress in Botswana.
