Acting President and Minister of Finance, Mr. Ndaba Nkosinathi Gaolathe, has called on Members of Parliament to rigorously interrogate the Budget Strategy Paper, stressing that their contributions will directly influence the deployment of public resources. Speaking at the ongoing Members of Parliament Pre-Budget seminar, Mr. Gaolathe emphasised that careful scrutiny of the fiscal paper should not be seen as a hurdle but as a safeguard to ensure Botswana charts a new economic trajectory. He highlighted the critical role legislators play in shaping national financial priorities and promoting accountability in public spending.
During his opening remarks, Mr. Gaolathe stressed that a robust approach to examining the Budget Strategy Paper is essential for informed decision-making. He urged MPs to engage constructively, ask critical questions, and consider the long-term implications of budget allocations. According to him, the Botswana Economic Transformation Programme (BETP) and the National Development Plan (NDP) provide clear guidance on the country’s approach to national development. The government will now take on a strategic facilitation role rather than acting as the sole funder of public projects, signalling a shift in how development initiatives will be executed.
The Acting President noted that the seminar comes at an ideal time ahead of the presentation of the Budget Speech next week. It is designed to equip MPs with the knowledge required to debate financial and economic issues from a position of understanding rather than reaction. This preparation is expected to strengthen parliamentary oversight and ensure budget discussions are both informed and productive.
Mr. Gaolathe also highlighted the importance of aligning budget priorities with Botswana’s broader economic transformation goals. He underscored that MPs’ scrutiny contributes to sustainable fiscal management and supports initiatives that promote economic diversification, job creation, and long-term growth. By adopting a strategic lens, legislators can ensure that public resources are directed toward impactful projects and policies.
The pre-budget seminar reinforces the government’s commitment to transparency, accountability, and active parliamentary engagement. Acting President Gaolathe’s call for rigorous interrogation of the Budget Strategy Paper demonstrates the importance of collaboration between the executive and legislative arms of government in shaping a financially responsible and forward-looking national agenda. This approach positions Botswana to implement its economic transformation objectives while strengthening public confidence in the management of national resources.
