Ms Natasha Rampa has been appointed as the Permanent Secretary in the Ministry of Youth and Gender Affairs with effect from 20 April 2026. During her time at UNDP, she led the governance portfolio and was responsible for overseeing major development initiatives linked to Botswana’s cooperation framework with the United Nations. She played a central role in implementing two major projects focused on strengthening governance systems and social development outcomes. These included the “Support to the Fulfillment of Human Rights, Access to Justice, and the Empowerment of Women and Youth” programme implemented between 2018 and 2021 and the “A Just Botswana” initiative running from 2022 to 2026. Her work focused on improving access to justice, advancing human rights and supporting empowerment initiatives for women and young people. This experience gave her deep exposure to policy design, programme management and multi stakeholder coordination at national level.
Prior to her tenure at the United Nations Development Programme, Ms Rampa built a solid diplomatic career within Botswana’s Ministry of International Relations from 2008 to 2018. She began her service in the Department of Protocol and Consular Services where she gained foundational experience in diplomatic operations and state protocol. She later moved to the Department of Europe and the Americas where she worked on bilateral and multilateral engagement with international partners. Her diplomatic career also included a historic role as part of the pioneer team that established Botswana’s diplomatic mission in Mozambique in 2012. This assignment required strong organisational capacity, negotiation skills and the ability to operate in complex international environments. Her decade in foreign service strengthened her understanding of global relations and government representation abroad.
Ms Rampa’s academic background reflects a strong foundation in governance, international affairs and public policy. She holds a double major Bachelor’s Degree in Political Science and International Studies from Yale University, which provided her with a broad understanding of global political systems and governance structures. She further advanced her expertise by obtaining a Master’s Degree in Public Policy from Princeton University, one of the world’s leading institutions in policy studies. In addition to her academic qualifications, she is fluent in French, Portuguese and Spanish, which enhances her ability to engage in multilingual diplomatic and development environments. Her education and language skills have played a significant role in shaping her international career and policy expertise. These qualifications support her ability to operate effectively in both national and global policy spaces.
In her new role as Accounting Officer for the Ministry of Youth and Gender Affairs, Ms Rampa is expected to play a central role in strengthening policy implementation and institutional performance. The Ministry’s mandate includes mainstreaming youth and gender considerations across government policies, national programmes and development strategies.
