Oteng Keabetswe Appointed as Caretaker Managing Director of BDC

The Botswana Development Corporation (BDC) has appointed Mr. Oteng Keabetswe as Caretaker Managing Director, effective 1 August 2025. This appointment aligns with broader leadership transitions driven by the Ministry of Trade and Entrepreneurship under the Botswana Economic Transformation Programme (BETP).

Keabetswe is a capital markets strategist with more than 14 years of experience across Africa and global markets. He has expertise in investment structuring, corporate advisory, and fiscal stewardship. His appointment sets a record, making him the youngest Managing Director in BDC’s history.

He rejoins BDC after working at a London Stock Exchange–listed pan-African real estate investment group. While there, he led several high-value transactions, including a US$300 million sustainability-linked syndicated debt facility and a capital recycling strategy that unlocked US$160 million for reinvestment. He also helped develop housing platforms targeting diplomatic and industrial sectors.

Previously, Keabetswe served at BDC as Acting Chief Investment Officer and Investment Principal. In those roles, he led major strategic initiatives. These included a ZAR1.5 billion leveraged buyout, a BWP200 million preference share issue for a top commercial bank, and key divestments aligned with Botswana’s development goals.

His return comes as BDC intensifies its efforts to support the BETP by investing in infrastructure, healthcare, renewable energy, and manufacturing. These efforts prioritize citizen-led and inclusive growth.

BDC leadership describes Keabetswe’s appointment as a defining moment. His structured finance skills, combined with his investment experience and cross-border networks, position him to lead the corporation through the next phase of Botswana’s industrialisation and economic diversification.
