Vice President Ndaba Gaolathe Launches Botswana Economic Transformation Programme

Vice President and Minister of Finance, Ndaba Gaolathe, announced that the Government has initiated the Botswana Economic Transformation Programme (BETP) to address pressing national challenges. He shared this during a meeting with Members of Parliament earlier today.

BETP is a 12-week, results-driven national reform agenda designed to embed a culture of fast and fearless delivery across government and key sectors.

Mr Gaolathe revealed that the Government is partnering with PEMANDU Associates, a firm known for accelerating national transformations through the Big Fast Results (BFR) methodology. The programme will benefit from Parliament’s full involvement and oversight to ensure its success.

BETP will roll out in four phases:

  • Phase 1: Diagnostics—identifying bottlenecks, inefficiencies, and high-potential areas.
  • Phase 2: Strategic Alignment—aiming to build a high-income Botswana that is digitally enabled and export driven.
  • Phase 3: The Labs—starting on August 11, 2025, bringing stakeholders together for four weeks to translate ideas into execution-ready projects, remove policy and regulatory barriers, fast-track private sector initiatives, and create a national delivery roadmap.
  • Phase 4: Execution Planning—developing a concrete roadmap with timelines, KPIs, accountability structures, and public transparency based on the projects from the Labs.

The Vice President urged all stakeholders to view this initiative as a turning point, not just another plan. “Let us ensure that this moment is recorded not as another plan, but as the turning point,” he said.

The BETP aims to fast-track Botswana’s economic growth through clear, accountable, and coordinated action.
