Yesterday morning, a key stakeholder engagement meeting was held, bringing together representatives from the Ministry of Health and leading figures from the Private Healthcare Services sector. The meeting focused on developing and implementing Botswana’s upcoming National Health Insurance (NHI) scheme, a major reform aimed at improving access to healthcare for all citizens.
Delivering the keynote address, Minister of Health Dr. Steven Modise said the NHI seeks to guarantee equal access to quality healthcare for every Motswana, regardless of income or background. He described the initiative as a cornerstone reform designed to improve efficiency, fairness, and sustainability within the national health system.
“Government sees NHI as a reform instrument that will bring efficiency, stability, and fairness into the health system,” said Dr. Modise. “Through NHI, the aim is to ensure that every Motswana, regardless of their income or background, has equitable access to quality, affordable, and timely health services.”
He emphasized that the Ministry’s proactive engagement with stakeholders at this early stage was deliberate and essential. The discussions will inform the draft Bill expected to be tabled before Parliament in November. “We therefore want your voices, your ideas, and your expertise to shape the National Health Insurance scheme,” Dr. Modise added.
The session underscored the Ministry’s commitment to inclusivity and collaboration in shaping a healthcare model that reflects both public and private sector perspectives. Participants exchanged views on key policy considerations, including funding structures, management of healthcare providers, and the integration of existing health insurance systems.
Mr. Neo Ngwako, President of Business Botswana, commended the Ministry for its consultative approach. He said involving the private sector at the early stages of the NHI’s development marked a significant step toward a more unified and efficient healthcare landscape.
“We appreciate the Ministry’s recognition of the private sector’s role in shaping the National Health Insurance scheme. This collaboration allows the business community to contribute meaningfully to a system that will benefit every citizen,” said Ngwako.
The meeting concluded with a shared commitment to continue engaging across sectors to ensure that the NHI achieves its goal of universal, equitable healthcare coverage. The next phase of consultations is expected to refine the proposed structure and funding model before it is presented to Parliament.
The National Health Insurance scheme is viewed as a critical milestone in Botswana’s journey toward a more inclusive and sustainable healthcare system, aligning national policy with global standards for universal health coverage.
