Botswana Government to collaborating with Food and Agriculture Organization of the United Nations (FAO)

Government of Botswana is collaborating with Food and Agriculture Organization of the United Nations (FAO) on a Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes (DSL-IP), with funding from the Global Environmental Facility (GEF). The DSL-IP seeks to assist countries across Africa and Asia in: a) fostering resilience of production systems in drylands; b) promoting restoration and rehabilitation; and c) improving livelihoods through a comprehensive landscape approach. As part of the DSL-IP, the Botswana Sustainable Miombo-Mopane Landscape Management Project addresses the same objectives and is executed by Ministry of Environment & Tourism and Ministry of Agriculture, through Operational Partner Agreements.

Applications are therefore, invited from suitably qualified Botswana Citizens for the below mentioned contract positions, which are tenable at the Ministry of Environment and Tourism. Successful candidates will become part of a Project Management Unit (PMU) based in Gaborone.

The project offers an attractive remuneration package, commensurate with qualifications and experience.

VACANCY CIRCULAR NO 10 OF 2022

VACANCY: NATIONAL PROJECT COORDINATOR (NPC)

MAIN PURPOSE OF THE JOB:
To be in charge of daily implementation, management, administration and technical supervision of the project, on behalf of Operational Partners and within the framework delineated by the Project Steering Committee (PSC). NPC will be responsible for the overall planning, coordination of project activities, and monitoring of project results.

REMUNERATION: P45, 662.00 per month (inclusive of Medical Aid, PAYE and gratuity)
LEAVE DAYS: 30 Working days per annum (to be utilized during contract period)
CONTRACT DURATION: One year renewable
QUALIFICATIONS: Advanced degree in natural resource management, such as biological sciences, rangeland ecology, forestry, environmental management and agriculture.

EXPERIENCE:
β€’ A minimum of 10 years of relevant professional experience, including practical experience in the implementation of interventions for the sustainable management of natural resources and decision-making advice.
β€’ Proven experience in the management of UN agencies’ environment programmes or Natural Resource Management Programmes or similar projects.
β€’ Experience in results-based project/programme management including the development and oversight of logical frameworks and theories of change.
β€’ Proficiency in Computers and Microsoft Office (Excel, Word, PowerPoint, Project)

KEY PERFORMANCE AREAS AND RESPONSIBILITES

i) Overall technical lead for the implementation of all project outputs and activities and ensure technical soundness of project implementation.
ii) Coordinate the project with relevant baseline initiatives.
iii) Coordinate the project with FAO’s Technical Support Structure for the DSL-IP (i.e. liaise with the DSL-IP regional service providers to ensure that regional technical assistance is supported by national implementing partners).
iv) Ensure high level of collaboration among participating institutions and organizations at the national and local levels.
v) Ensure compliance with all Operational Partner Agreement (OPA) provisions during the implementation, including on timely reporting and financial management.
vi) Closely coordinate and monitor the implementation of project activities, and provide close supervision to the Field Assistants.
vii) Prepare and submit Annual Work Plans and Budgets to the PSC for approval.
viii) Tracking the project’s progress and ensure timely delivery of inputs and outputs.
ix) Provide technical support and assess the outputs of the project national consultants hired with GEF funds, as well as the products generated in the implementation of the project.
x) Approve and manage requests for provision of financial resources using the provided format in OPA annexes.
xi) Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
xii) Ensure timely preparation and submission of requests for funds, financial and progress reports to FAO as per OPA reporting requirements.
xiii) Maintain documentation and evidence that describes the proper and prudent use of project resources as per OPA provisions, including making available supporting documentation to FAO and designated auditors when requested.
xiv) Implement and manage the project’s monitoring and communications plans.
xv) Organize project workshops and meetings to monitor progress and prepare the Annual Budget and Work Plan.
xvi) Submit the six-monthly Project Progress Reports (PPRs), based on Annual Work Plans and Budget Plan (AWP/B), to the PSC and FAO.
xvii) Prepare the first draft of the Project Implementation Review (PIR).
xviii) Support the organization of the mid-term and final evaluations in close coordination with the FAO Budget Holder and the FAO Independent Office of Evaluation (OED).
xix) Submit the Operational Partner’s (OP) six-monthly technical and financial reports to FAO and facilitate the information exchange between the OP and FAO, if needed.
xx) Inform the Project Steering Committee (PSC) and FAO of any delays or difficulties arising during the implementation to ensure timely corrective measure and support.
xxi) Liaise regularly with the DSL-IP regional coordinator on project progress and support the regional coordinator in bi-directional flow of information from the national project to the Southern Africa Regional Exchange Mechanism (REM) cluster.
xxii) Facilitate the PMU’s and relevant government focal points active participation in regional and global trainings, as well as knowledge events organized by the DSL-IP global and regional coordination structure.
xxiii) Lead in the identification of active forest/farm producer organizations in the targeted landscapes based on set of jointly selected criteria (input to be provided by the DSL-IP global and regional coordination).

VACANCY: NATIONAL TECHNICAL ASSISTANT

MAIN PURPOSE OF THE JOB:
Under the supervision of the National Project Coordinator (NPC), provides technical back-stopping to the project to ensure smooth functioning of the project and fulfilment of the results and outputs indicated in the project document. The National Technical Assistant will be responsible for implementation of the project interventions. He/she will assist the NPC with planning, stakeholder coordination, knowledge management, implementation support and monitoring of project activities.

REMUNERATION: P34, 247.00 per month (inclusive of Medical Aid, PAYE and gratuity)
LEAVE DAYS: 30 Working days per annum (to be utilized during contract period)
CONTRACT DURATION: One year renewable
QUALIFICATIONS: Minimum of MSc in Environmental or Biological Sciences (Forestry, Rangeland Ecology, Natural Resources Management, Conservation Ecology).

EXPERIENCE
β€’ Minimum of 10 years of technical and managerial experience dealing with applied natural resource issues in Botswana.
β€’ Experience in the management of UN agencies’ environmental projects will be an advantage.
β€’ Experience working in the targeted landscape could be an advantage.
β€’ Experience/background in development of Non-Timber Forest Products will be an advantage.

KEY PERFORMANCE AREAS AND RESPONSIBILITES:
i) Coordinate the implementation of Annual Work Plans and Budget Plan (AWP/B).
ii) Assist with the development of detailed Terms of References (ToRs) for short-term consultants and contracts for local service provision, assist with their selection, recruitment, contracting, and monitor and supervise their work to ensure timely delivery of outputs to an acceptable standard.
iii) Monitor and maintain records of project expenditures.
iv) Assist the NPC with the set-up and implementation of the project M&E system.
v) Provide required information for the preparation of project progress reports, including co-financing initiatives.
vi) Ensure regular communication and promote close collaboration with government and non-governmental partners.
vii) Ensure continuous collaboration, communication and teamwork.
viii) Provide support with domestic logistics, mission planning, access to data and reports, and organization of meetings with relevant officials for expert missions.
ix) Facilitate the different workshops to be organized during the project period and support the preparation of workshop reports/proceedings as applicable.
x) Provide technical advice to ensure that appropriate approaches are followed during project implementation (participatory and integrated approaches, multi-stakeholder participation, etc.).
xi) Perform other duties as may be required by the NPC in order to ensure that project operations proceed according to schedule and foreseen project results are achieved in the target sites.

VACANCY: ADMINISTRATIVE AND FINANCIAL MANAGER

MAIN PURPOSE OF THE JOB:
Under the general supervision of the National Project Coordinator (NPC), and in close collaboration with the Project Executing Partners, the Financial and Administrative Manager will take the operational responsibility for timely delivery of the project outcomes and outputs.

REMUNERATION: P22, 831.00 per month (inclusive of Medical Aid, PAYE and gratuity)
LEAVE DAYS: 30 Working days per annum (to be utilized during contract period)
CONTRACT DURATION: One year renewable
QUALIFICATIONS: Minimum of Degree in Business Administration, Project Management or related fields.

EXPERIENCE:
β€’ A minimum of 5 years of experience in project operation and management related to natural resources management.
β€’ Experience with the implementation of GEF-funded projects would be a strong advantage.

KEY PERFORMANCE AREAS AND RESPONSIBILITES:
β€’ Ensure smooth and timely implementation of project activities in support of the results-based workplan, through operational and administrative procedures as detailed in the Operational Partner Agreements (OPAs);
β€’ Coordinate the project operational arrangements with key project partners;
β€’ Maintain inter-departmental linkages with FAO units for donor liaison, Finance, Human Resources, and other units as required;
β€’ Day-to-day manage the project budget, including the monitoring of cash availability, budget preparation and budget revisions to be reviewed by the NPC;
β€’ Ensure the accurate recording of all data relevant for operational, financial and results-based monitoring;

VACANCY: MONITORING AND EVALUATION OFFICER

MAIN PURPOSE OF THE JOB:
Under the guidance of the National Project Coordinator and the Regional Dryland Sustainable Landscape-Impact Programme Coordinator, the Monitoring and Evaluation officer will coordinate monitoring and reporting activities across the implementing/operational partners.

REMUNERATION: P34, 247.00 per month (inclusive of Medical Aid, PAYE and gratuity)
LEAVE DAYS: 30 Working days per annum (to be utilized during contract period)
CONTRACT DURATION: One year renewable
QUALIFICATIONS: Minimum of Masters Degree in Project Management, Social Sciences, natural resources management or a related discipline.

EXPERIENCE
β€’ A minimum of 7 years experience in a senior technical lead position with monitoring and evaluating the progress, performance and benefits of GEF/WB/EU or similar projects.
β€’ Experience in drylands ecosystems would be an advantage.
β€’ Knowledge of Land Degradation Neutrality principles would be an advantage.
β€’ Good communication and computer skills.
β€’ Fluent in spoken and written English.

KEY PERFORMANCE AREAS AND RESPONSIBILITES:
i) Establishing a performance-monitoring framework to define targets for the project;
ii) Measuring project and GEF Results Framework indicators quarterly to establish progress of the project in meeting the AWP and Budget targets.
iii) Reporting to the NPC on the performance of the project according to project and GEF Results Framework indicators.
iv) Continuously sharing information with relevant Monitoring and Evaluation (M&E) units in FAO and other partners.
v) Providing information against project indicators to be used for reporting to GEF on a yearly basis, including project mid-point and terminal evaluations.
vi) Participate in DSL-IP M&E working group and trainings.
vii) Contribute, jointly with the Global Coordination Project, to the establishment and upkeep of the DSL-IP M&E System and Dashboard.
viii) Document and share project-related assessments, methodologies, and best practices related to M&E.
ix) Inform the PSC on the M&E Dashboard.
x) Support the implementation of the Integrated Landscape Assessment Methodology (ILAM) in target landscapes.
